Joint Special Comm. on the City of Salem. Act to establish City of Salem, 1836
Senate No. 44 On March 3, 1836, a joint special committee reported a bill: An Act establishing the City of Salem, 1836. Inhabitants of the Town of
Salem would now inhabit the City of Salem. There would be a mayor and a city council. There would be six wards, as nearly as possible equal in
voters. Each ward would have a warden and a clerk. Their duties, especially in regard to elections, were laid out. The duties of the mayor and the
council were set down and the same for the clerk and assessors. There were directions for elections of county, state, and federal officers. There was to
be a police court. The citizens of the town had to adopt the text of the bill in order for it to be law. (Digitized from a microfilm copy of title
