Senate No. 39 On February 2, 1836, the Committee on the Judiciary submitted a bill in response to an order: An Act to abolish special pleading in civil actions, 1836. All evidence would be given under the general issue of a case. The courts were to develop rules about notice to opposing parties about evidence to be presented so all could prepare adequately for trial.
