House, (2d session,) No. 4 On September 10, 1835, the group charged with reading Chapter 4, Part I, recommended a title of "On conducting and
deciding elections." Section 15 suggested to count the total number of ballots first (no slips of paper allowed), and then count the votes. If ore than
one candidate received a majority, then the person who received the most votes over a majority won the seat. If no candidate received a majority, the
