House No. 71 Report from the Committee on the Judiciary on various orders about insolvent debtors. The current system did not work at all. If a
debtor gave up all his property to assignment, the system could work fairly, but that rarely happened. The Committee gave many examples of gaming the
system, mostly by the debtor, but also by the creditor. The system was particularly onerous for young entrepreneurs. The Committee did not have many
suggestions and claimed to be waiting for the soon-to-come revision of the statutes before it attempted a wholesale change. (Digitized from a
