House. Select Comm. on Introduction of Foreign Paupers. Report, 1835
House No. 60 Report of the Select Committee to whom was referred the subject of preventing the introduction of foreign paupers into the state. On
March 6, the Committee began its study and on March 18, tendered its report. It was constitutionally impossible to keep paupers out. There was quite
a bit of evidence that other countries, especially Britain and Canada, were paying to send paupers from their shores to ours. That made it a matter
for Congress to address. The Committee received reports from authorities in Boston that many immigrant paupers had always been so, were either sick
or aged and were paid to leave their home countries. Our country would benefit from some immigrants, but how to distinguish who would be a good fit?
In 1793, there was a law on the books that allowed for deportation of paupers, so perhaps that should be revived. P.17-22 was the report of the
Master of the House of Industry in Boston and p. 23-26 was a report from the City Marshall of Boston, with suggestions. On p. 27, was a table of the
source of immigrants in 1833 and 1834. On p. 29: an Act to prevent the introduction of foreign paupers into the Commonwealth, 1835. All person arriving
as aliens may not debark until they have a license to do so, with punishments for illegal entry. Each port of entry had to have an Inspector of Alien
Passengers who had to examine each person and gather extensive data to see if each person could support themselves for two years. Each acceptable
alien had to have a landing certificate. Resolved: ask the Governor to tell other states what Massachusetts intended to do and perhaps try for a joint
