House No. 54 Report of the Committee on Education on so much of the Governor's message in relation to the School Fund. On March 5, 1835, the Committee presented a report: The School Fund would consist of the money currently in the Treasury from the sale of public lands, money from the militia settlement, and 50% of future sales of public lands until the amount reached $1,000,000, the income from which was to encourage and support public schools. The Governor said legislation was needed to allow the disbursement of money. There was presently $281,000 in the fund, but the Committee opted to go with disbursement of the income then rather than waiting for the fund to reach $1 million. The men did research about how best to spend the money. They were anxious not to replace local tax money, but to add to it. They also felt the current monies were not spent wisely, especially in the training of teachers, but that was another discussion for another day. On p.10-25 was an Outline of the Prussian system of education. P. 27: An Act to provide for the distribution of the income of the Massachusetts School Fund, 1835. Every school jurisdiction was to send its annual report to the Secretary of the Commonwealth on November 1, following the included two page form. If a jurisdiction did not submit a report, it would not be eligible for any money. Half of the School fund income would be distributed in proportion to the population of the reporting districts, and half would be distributed in proportion to the money raised locally to support each district's schools.
