House No. 39 A fourteen man special committee reported: An Act to provide for the election of County Commissioners and for other purposes, 1835.
Suffolk and Nantucket counties were excepted. The county Probate Judge, Register of Probate, and the Clerk of the Court for Common Pleas were made a
Board of Examiners for elections. The group also audited the financial records of the County Commissioners. The first Monday in April every three
years was voting day for three Commissioners and two alternates. The town clerk recorded the votes and passed the record to the Examiners. If there
were the appropriate majorities, that was it, but if not, there was a long procedure to continue voting. The County Commissioners decided on roads by
examining the routes and hearing from private and corporate organizations that were affected. The group was to maintain good records of its work.
Decisions could be appealed to the Court of Common Pleas by the aggrieved party. There was a procedure for removing derelict office-holders. (Digitized
