SEE ALSO 52612, 52628, 52637, 52386, 52461, 52504 House No. 32 A Select Committee of the House studied the Governor's message on paupers and
immigration. The State had paid over $200,000 in the past year to support paupers. The Committee believed many poor people were being brought to and
dumped in the Commonwealth. Some counties might want to link the workhouse and House of Correction for ease of management. In February 1835, the
Committee reported a bill: An Act concerning paupers, 1835. No jurisdiction could claim help from the State to support the poor. If a county did not have a
work house, it was time to build one to keep and employ the poor. It was legal to detain an inmate who had served his/her time to work to pay off
their keep. Each workhouse should have a Master to manage the enterprise. If an inmate had relatives, they could be billed for support. The County
Treasurer had to pay for indigent residents. No alcohol was allowed. There had to be a physician on contract. If a pauper had to go to the Lunatic
Hospital, s/he could be there at state expense if necessary. The master of each boat load of new aliens had to allow $50/passenger for any with no

Select committee of the House of Representatives, to whom was referred "so much of the Governor's speech as relates to the revision of the pauper laws, and the subject of foreign immigration," have endeavored to give to the subjects committed to them, all the consideration which its very great importance, both as it affects the pecuniary interests of this Commonwealth, and as it regards the moral character of our own population demands, not only our own observation but the roll of accounts furnish strong but indubitable evidence that pauperism is rapidly increasing in our land, and this in a great degree the result of our own legislation.
