February 3, 1834, the Joint Committee was directed to consider reducing the size of the House of Representatives one more time; it issued an undated report.
This serious problem had been discussed for years and all attempts by the Legislature itself to fix it had failed. The Committee recommended
calling a Constitutional Convention to consider this issue alone and submitted a bill: An Act relating to calling a Convention of Delegates of the People,
for revising the Constitution so far as it regards the House of Representatives, 1834. All jurisdictions would meet the second Monday in May to
decide if the Convention should be held. There were directions for the voting. If the votes were in favor, the Governor would call for a vote to select
delegates and there were directions for that process. The Convention was to meet in October and organize itself. If it developed an amendment, the
