SEE ALSO 52298, 52397, 52469 House No. 40 On February 13, 1834, the Committee on Education considered whether persons chosen for school
committees could only decline to serve in an open meeting, had to promise to serve faithfully, the committee would be fined if it didn't meet by a specified
time, and members of the board would be paid. The Committee did not think this approach was expedient. The idea to establish a Massachusetts School
Fund had been held over from the previous General Court. Free schools had been part of Massachusetts since 1647. However, more recent experience in
the United States suggested that too much state support for schools undercut the willingness of local jurisdictions to support their schools via
taxation. The Committee bemoaned the lack of good teachers and looked with favor on professional teachers. The Committee wanted a Commission to examine
the state of the schools and make recommendations for improvement and how to distribute state aid. On P. 13 An Act to establish the Massachusetts
School Fund, 1834. All the money now in the Treasury from the sale of eastern lands and 50% of all future sales would be held in a fund of no more than
$1,000,000. Income only from the fund would be used to support schools, but never more than any jurisdiction had raised from its own efforts.
Resolve: Appoint two school commissioners to personally examine the state's public schools and report a plan for the distribution of state aid. Resolve: the
Commissioners would draw up a list of questions to ask the schools that would be distributed by the Secretary of State. If a jurisdiction failed to

Ordered, that the Committee on Education be instructed to inquire into the expediency of making additional provisions to the "Act providing for the instruction of youth," so as more effectually to provide for the organization, meetings, and pay of school committees.
