SEE ALSO 52552 Senate No. 67 The Committee on the Judiciary proposed an amendment to Senate No. 28 on the orderly solemnization of marriage. The
Governor could issue commissions to any minister who requested one to allow the minister to solemnize marriages. Justices of the Peace were all
authorized to do so. If neither party lived in the jurisdiction of the solemnizer, a certificate of marriage would be sent to the clerk of the correct
jurisdiction within 30 days. There was a long list of acts that no longer applied. The Governor was allowed to begin taking requests for commissions
