Senate No. 41 On February 22, 1834, the Committee responding to the Governor's message on the Lunatic Hospital reported a bill: An Act concerning
the State Lunatic Hospital, 1834. A Board of five Trustees was to be appointed by the Governor. The Trustees appointed the superintendent, always a
physician, who was to live at the hospital. The Trustees appointed a treasurer and other officers as necessary. Trustee visitation rules were listed
and reports required. There were to be two new Trustees each year; all were paid expenses. Only judges could commit new patients. All patients were
to be paid for by their jurisdiction of residence. The hospital did not have to accept developmentally disabled people who could not benefit from
treatment. It could accept donations to benefit patient care. Houses of Correction and jails could no longer use private care contracts. (Digitized
