SEE ALSO 52655 Senate No. 39 The Committee on Roads and Bridges presented a bill: an Act to incorporate the Proprietors of the Chelsea Free Bridge. Three men were incorporated as the Proprietors of the Chelsea Free Bridge to build a bridge from Noddle's Island over the Chelsea Creek to a farm in Chelsea. The bridge had to have a 24 hour draw and no toll for vehicles or pedestrians. If the Corporation decided to build access roads, that was at their expense.
