Senate No. 32 On February 12, 1834, three men, as a committee, were asked to consider the method of voting for Representatives in Congress. On
February 12, 1834, the men reported a bill: An Act in addition to an act to divide the Commonwealth into districts for the choice of Representatives in
the Congress of the United states and prescribing the mode of election, 1834. During voting for Representatives, if there had been two ballots
without a majority, then whoever had the most votes on the next ballot had the job, providing he received at least 1/3 of all the votes cast. (Digitized

Title:   Ordered, that Messrs. Hedge, Barton, and Everett, be a committee to consider the expediency of making any alteration in the law concerning the choice of representatives in Congress.
