Senate No. 28 On January 29, 1834, a three man committee was to consider amending the law on the solemnization of marriage. On February 12, 1834,
the men reported a bill. An Act for the orderly solemnization of marriage, 1834. Any Justice of the Peace could marry a couple, as long as one party
lived in the Justice's jurisdiction. Any minister could marry people with the same residence caveat. The intention to marry had to be published on
three different days in three different locations and for fourteen days in the jurisdiction of the parties. Notice of publication had to be filed with
the clerk of the jurisdiction. Males under 21 and females under 18 had to have parental permission. If permission was denied, the clerk had to be
notified so he did not issue a license. The clerk had to keep marriage records and make an annual report of the same. There were fines for ignoring
