SEE ALSO 52544 Senate No. 23 Mr. Wells submitted amending language for Resolve ten in Senate No. 20. The Secretary of the Treasury may withhold deposits from the Bank of the United States at his discretion, answering only to Congress, not the President, for his decisions. The President's recent actions were an abuse of power, against which the people of Massachusetts enter a decided and solemn protest.
