House No. 61 The Committee on the Judiciary reported An Act to establish a police court in Newburyport, 1833. The judge in the court would have
the same powers as a Justice of the Peace and could collect the same fees. There were to be two alternates in case of conflict of interest or illness.
Court would be held at least once a week and oftener if necessary. The judge could commit offenders to the workhouse or house of correction as he saw
fit. After three months, he could release offenders who would be unable to ever pay costs. The court was to maintain good records. If Newbury and
Newburyport ever chose to consolidate, this court would serve the combined entity. (Digitized from a microfilm copy of title originally held by the
