House No. 59 Fourteen men were constituted a committee to consider altering the law about County Commissioners. An Act in addition to an act to
establish County commissioners and to repeal the several acts establishing the Courts of Sessions ... and the act establishing Commissioners of Highways,
1833. The voters were to choose three County Commissioners every three years. The Commissioners were to choose their own chair. The Commissioners
considered all roads and rail roads and worked with other local jurisdictions about how to pay for them. There had to be three disinterested
Commissioners for each decision. Any person or organization aggrieved by the Commissioners' decision could ask for a jury trial. The Commissioners' terms
