Description and Holding Information
House. Comm. on the Pauper System. Report on report of the Commissioners, 1833
SEE ALSO 52461 House No. 30 Report of the Committee of the House of Representatives to whom was referred the Report of the Commissioners on the
Pauper System. Boston : Dutton & Wentworth, 1833. [This report was House No. 6] On February 7, 1833, the Committee presented a bill that needed
considerable study; it recommended it not be up for consideration until the next General Court. It is possible that the appropriation mentioned came from
the militia settlement money. An Act for the support of the poor and the establishment of workhouses, 1833. After an unnamed date, no claim could be
made on the Commonwealth for the support of the poor. The Governor was to appoint a three man board in each county to develop districts that would
manage the paupers within its boundaries. Once the districts were determined, each would have a board with power to tax, buy land, build and operate
workhouses, and hire staff. The board could bind out children from the age of seven to the age of majority. The board was to keep a list of those
needing services; it had to keep good records so it could determine what tax levy to impose. There was to be a state appropriation of $300,000 which
would be shared among the jurisdictions after they had complied with the terms of the act, probably as a one time grant. Another example of a largely
