House No. 11 On January 9, 1833, a committee of one person from each county was charged to consider the portion of the Governor's address about
limiting the number of legislators and whether that would be done by a constitutional amendment. On January 17, 1833, the committee issued its report.
It felt it was not expedient to develop amendments in the Legislature, but preferred to have a constitutional convention for that purpose and any other
issues that seemed important at the time. It submitted a bill: An Act relating to the calling of a convention of Delegates of the People for the
purpose of revising the Constitution, 1833. Propose a constitutional convention to the people in the same manner as elections are held for the
Legislature. If the vote was in favor, the convention would be held in Boston, the delegates would organize themselves and decide on the amendments to
consider. The result would be put to a vote of the people. The expenses of the delegates would be paid by the state. (Digitized from a microfilm copy of
