On January 8, 1833, a committee of fourteen men considered the Article. Their report said public opinion was still in favor of the amendment and in fact, society behaved as if it were fact. Resolved: follow the usual procedure for presenting Constitutional amendments to the public. The text of a substitute amendment was next: Religious societies could elect their pastor and raise money for buildings and services. Members of a society could stay or leave as they chose and would not be responsible for contracts at their previous assembly. All peaceful groups were protected by law and no one group would ever, by law, dominate another. The House accepted the amendment on February 10 and the Senate on March 9, 1833.
