Senate No. 41 On march 6, 1833, a Committee reported a bill: An Act to prevent the destruction of beach grass in the towns of Provincetown and Truro, 1833. On passage, no one could pasture cattle, horses or sheep on the beach grass in a delineated area, especially grass planted to protect the harbor of Provincetown. There were penalties listed, including the impoundment of offending animals. There were also penalties for humans who pulled up or destroyed the grass. The special joint committee, to whom was committed the petition of Asa H. Bowry, for the protection of the beach grass planted by the government of the United States at Provincetown, for the protection of the harbor at that place, report the accompanying bill.
