Senate No. 39 Report of the Committee on Roads and Bridges on so much of the address of the Governor as relates to the Warren Bridge. Boston :
Dutton & Wentworth, 1833. The issue went to the Committee on January 9, 1833 and it reported back on March 5, 1833. It presented a long history of Boston
bridges. The proprietors of the Charles River Bridge had raised a constitutional issue about their agreement with the state. The Committee said the
Legislature should do most things in the public interest, not private interest, so it seemed wrong to think the Charles River people could have the
one and only bridge over the Charles River forever. It was too much to expect that a franchise would retain its value forever. Exclusive rights to
something hindered innovation and improvement. It cost about $50,000 to build the Charles River Bridge, but the proprietors have reaped over one
million dollars in tolls. The Committee did not think the legislature should make any laws while the case was in Court; it was better to wait until the
issues were settled. However, the Charles River people had fought the Warren Bridge every foot of the way. (Digitized from a microfilm copy of title
