Senate No. 32 On February 23, 1833, the Committees on Railways and Canals of each house reported a bill: An Act to incorporate the Worcester and
Norwich Rail Road Company, 1833. Three men and their associates were incorporated with the usual privileges and responsibilities to locate and
construct a rail road from Worcester to Norwich, Connecticut. The company was to begin with 4,000 shares, but there was no mention of the amount of real and
personal property allowed. The usual language followed, with one new thing: any railroad could ask to use the W & N track, paying for the privilege.
There was a $10,000 fine for failing to get that permission. The line was to be completed by 1838. (Digitized from a microfilm copy of title

The Committee of both Houses on Railways and Canals, to whom was committed the petition of Samuel Slater and others, praying for a rail road from Worcester to the state of Connecticut, have attended to the duty assigned them, and have instructed me to report a bill.
