Senate No. 25 There must have been abuses, because the Committee on Railways and Canals was asked on January 25, 1833, to make better provision for
the payment of damages made by railways or canals. An Act for defining the rights and duties of railroad corporations in certain cases, 1833.
Property owners were entitled to plans of a railroad or canal route and the corporation had thirty days to provide them. If there was a disagreement about
the price of a piece of property, either party could ask the local County Commissioners to render an opinion on the land's worth. Either party could
opt for a jury trial. An owner could ask that the railroad provide surety for the amount in question before any work began. The same system applied

Ordered, that the Committee on Railways and Canals be instructed to inquire into the expediency of making provision for better securing payment of damages to persons whose property is, or may be taken for the site of a rail road or canal.
