SEE ALSO 52415 Senate No. 19 Mr. Barton submitted an amendment to the bill on arrests and imprisonments in civil actions. At the end of section
5, he added directions to the judge to closely examine the debtor to be sure s/he was not gaming the system. Barton replaced section 6 with a list of
