Senate No. 6 Report of the Joint Committee on the Tariff Bill sent on January 9, 1833. Part of the Governor's message went to the nine man
committee to consider. A comprehensive revenue bill had recently passed the Congress to take effect in March 1833. It contained tariffs on certain imported
goods, textiles among them. Massachusetts relied on the tariffs to protect its considerable textile industry. However, South Carolina had refused to
even consider the revenue act, threatening to leave the Union if it became law. Apparently Congress responded to this blackmail by presenting a bill
to reduce import duties on many things, including textiles. The Legislature, in a series of resolves, notified Massachusetts' Congressional
delegation and all the other state Governors, that reducing import duties would be ruinous to Massachusetts, and vigorously opposed the tariff reduction bill.
