House no. 57 On March 19, 1832, the Committee on the Judiciary issued a report: It was not expedient to apply the rules on foreign attachment to cases valued under $20. An Act in further addition to ... an act to enable creditors to receive their just demands out of the goods, effects, or credits of the debtor when the same cannot be attached by the ordinary process of law, 1832. If a company held any goods or money belonging to a debtor, that company had to disclose its financial relationship with the debtor. No mention of $20.
