House No. 51 A Joint Select Committee on Construction of a Mill Dam examined a petition to build a tidal dam, but the Boston & Roxbury Mill Corporation in 1814 had been granted a similar privilege in the vicinity which would hinder the present petitioners. The Boston & Roxbury Mill dam was supposed to have been built in three years; it was eighteen years later with no dam. However, the language in the bill about the project meant the Legislature had to specifically pressure the corporation to give up its right to build. Until that happened, the petitioners had leave to withdraw their request. The Committee advised the Legislature to consider better wording in future bills of that type.
