SEE ALSO 52198 House No. 50 On January 13, 1832, the Committee on the Judiciary was asked to consider if mortgages should be part of the public
record. On February 17, 1832, the Committee said no. However, on March 5, 1832 the Committee submitted a bill: An Act to prevent fraud in the
transfer of personal property, [1832] No mortgage was valid against anyone but the parties thereto unless the property was held by the mortgagee or

Title:
Ordered, (on motion of Mr. Ives of Westfield,) that the Committee on the Judiciary be instructed to take into consideration and report to this House the expediency of causing all mortgages of personal property to be recorded in the public records of the city of Boston, and the several towns in this Commonwealth by their respective city and town clerks within a specified time.
