SEE ALSO 52245, 52276 House No. 41 The Committee appointed to find a cheaper way to support paupers observed it was easier to specify defects than
devise a remedy. Support of paupers had always been a significant part of the state budget. The last General Court had floated the idea of state
farms and workhouses, but nothing had come of it. On February 20, 1832, the Committee sent its remarks and on February 23, submitted two Resolves: 1. A
Commission be appointed to work between sessions to examine the system and make suggestions. 2. Secretary of State would ask each jurisdiction for
very detailed statistics of its pauper population. If these Resolves were not palatable, then the Committee suggested reducing the support money for
