House No. 13 The Committee on Agriculture reported: An Act to regulate the use of water for the purpose of irrigating lands, 1832. If a person
owned land adjoining a pond or stream, it was legal to divert water in a variety of ways for irrigation, provided there was no harm to downstream
enterprises, especially mills. An aggrieved party could ask for a jury evaluation of the situation. There were penalties for non-compliance. (Digitized
