Senate No. 20 On January 23, 1832, the Committee on the Judiciary was directed to inquire if it were expedient to put a Constitutional amendment to
the people. The Committee said, "No." On February 8, 1832, it asked the Supreme Judicial Court if those exempted from taxation for good reasons
eligible to vote? On February 14, 1832. The Court delivered an eight page opinion with the text of the third article of the Constitution included and its
opinion on the question. Person who are exempt by law (these were enumerated) can vote, but those exempted by the assessors and who had not paid

Ordered, that the Committee on the Judiciary be instructed to inquire into the expediency of proposing for adoption by the people, such amendment of the third article of the Amendment of the Constitution, as shall more accurately define the qualifications of voters in this Commonwealth.
