1832. On February 9, 1832, the Committee said the Governor had suggested the General Court should make known its opinion on the decision handed down
by the arbitrator on the northeastern boundary first proposed in the Treaty of Ghent in 1783. The line laid out in the treaty was to be surveyed by
each side. If the sides could not agree, documents explaining their differences were to be drawn up and submitted to a friendly sovereign, i.e., King of
the Netherlands. Both sides agreed to abide by his decision. The King had never been to the area, of course. He was not able to make a decision
based on the evidence, so instead of calling for more evidence, he proposed a different boundary that happened to lop off a considerable territory from
the United States. Neither Maine nor Massachusetts felt compelled to accept the decision because they had not been consulted and had not agreed to
accept the arbitration as final. [A state v. federal question] The Governor was to notify Maine and the United States of Massachusetts' resolves.
