June 14, 1831, the Committee said it cost $300,000 to operate the Commonwealth the previous year. The Legislature, criminal law, paupers, and government
salaries were the largest offenders. However, the Committee could not see how to reasonably cut the salaries of the legislators, judges, or
government salaries. The only way to cut the cost of caring for paupers was to have more counties develop poor farms. There was a chart of small potential
savings and several paragraphs of suggestions, but no total of any savings. (Digitized from a microfilm copy of title originally held by the
