Description and Holding Information
House. Select Comm. to Inquire into Procuring State Printing. Report, 1831
House No. 25 A Select Committee of three men examined the need for altering the procurement of state printing and reported unanimously that the
practice of "contract to lowest bidder" had driven the price down to the point where the printer could not pay a living wage, therefore could not get
help, and there were serious delays. Resolve: Each year, the two houses would vote on a state printer. The clerks of each chamber would keep careful
count of all printing and via the Treasury, would settle up with the printer at the end of the year at market rates. However, only the wholesale price
