SEE ALSO 52229 Senate No. 10 On June 16, 1831, the Committee charged with examining the proposed constitutional amendment issued its report: The
amendment was "obnoxious" 1. The proposition did not fix current evils, which were a clumsy system and the expense of too many representatives. 2.
Some towns could only vote every two years, which was unconstitutional, there was unequal representation, the system was skewed to large towns, and would
require several constitutional amendments to make it work. 3. A similar proposal was voted on by the public not long ago and soundly defeated.
