SEE ALSO 51699, 52164 Senate No. 7 The Joint Committee counted the votes for the constitutional amendment and reported [n.d.] many towns had not
sent their votes and other towns had procedural errors so their votes could not be counted, but there were enough votes to certify the result. There
were 19,434 yeas and 6,277 nays, so the new amendment passed. The Committee presented the procedural history of the amendment and henceforth, the
political year would begin on the first Wednesday of January. The terms of service for senior leaders were defined and election dates were defined. The
amendment would take effect in October. It was to be committed to parchment, filed with the Constitution, and be included in all subsequent
compilations of laws. The Governor was to issue a proclamation of passage and its effective date. (Digitized from a microfilm copy of title originally held by
