Senate. Comm. for Reduction of the House of Representatives. Report, 1831
Senate No. 4 On June 1, 1831, the Committee who considered the portion of the Governor's speech about a constitutional amendment to reduce the size
of the House of Representatives submitted a draft of the amendment with a statistical table and a colored map [not present]. The Commonwealth would
be divided into 39 districts with the principal towns of each district and the number of representatives from each district. Several pages laid this
out, followed by many pages of voting procedure in various jurisdictions and situations. The Legislature would reapportion the state after each
census. A two page appendix was a chart: County, Town, Population, Number of Representatives, Ratio and a small paragraph about the allowed variation.
