No one could become a member of a parish without the consent of the parish. Any member had privileges and burdens of membership. Any registered
voter in the local jurisdiction could also vote in the parish of which he was a member; before the annual meeting, a list of members would be posted.
If the organization did not receive public funds, this step was not necessary. The trustees of the organizations were to carefully manage the groups'
funds and keep good records of their work. On March 5, 1831, the House added a few small textual amendments. (Digitized from a microfilm copy of
