House No. 66 On March 7, 1831, the Committee on the Judiciary submitted a report on the Andover to Medford turnpike and the Essex turnpike. There
was strong sentiment that the two roads should be free. The proprietors were willing to turn over the roads to the counties for a stated fee each.
The communities along the roads would tax themselves to raise the payoff. There was equally strong sentiment that there was no authority at any level
to set up such a tax. The Committee felt there was no present law that granted such authority and that the arrangement should be a private matter
between the proprietors and the adjoining counties, so it voted not to recommend the bill. (Digitized from a microfilm copy of title originally held by
