House No. 54 A Select Committee of seven men studied a petition of the City of Boston to buy stock in a railroad to the limit of one million dollars
and remonstrances filed against the idea. The Committee reported on February 24, 1831 that the City wanted to tax its residents to raise the money.
The taxing power of cities was limited to be sure they did not spend money outside the parameters appropriate for political entities. The Committee
did not think this tax was an appropriate idea. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
