SEE ALSO 52166, 52181, 52206 House No. 51 A Select Committee of fourteen men reported that a bill presented for their consideration made such
slight changes to the current law that it was not worth doing. There followed a general discussion about paupers who increase in number and especially
expense every year. Why not consider an employment program instead? Some counties have had success with a farm to employ and feed its paupers and even
some jail prisoners have benefited from the approach. On February 2, 1831, the Committee submitted a Resolve: The Governor would appoint a Commission
to study the feasibility of finding at least 300 acres for each of two farms, determining the cost of buildings, equipment, and stock, plus the
