House No. 44 The Committee on the Judiciary reported An Act in addition to ... an act to prevent the introduction of paupers from foreign ports or
places, 1831. Any arriving ship with passengers who have no destination in Massachusetts or elsewhere must pay the City $200 for each such passenger
to defray pauper expenses. An option was to pay $10 for each passenger regardless of status, which might be cheaper overall. If the passengers were
landed anyway, the master risked having to pay $200/passenger regardless of their housing status. If the ship left from elsewhere in Massachusetts to
get to another Massachusetts port, none of this applied. (Digitized from a microfilm copy of title originally held by the Massachusetts State
