The Governor was to appoint a Commonwealth inspector of sole leather who would be bonded. In turn, the inspector would appoint deputies who would also be bonded. The text of their oath was included and each would serve for three years. Each man had to provide his own tools and would be paid 2c/side. No one could sell sole leather until it had been inspected and marked with inspector's name, place, weight, and grade. The inspector had to file a report every six months.
