SEE ALSO 51942, 52215 House No. 37 The Committee on the Judiciary reported An Act concerning hawkers, pedlars, and petty chapmen, 1831. These traveling salesmen had to be licensed and the fees were high, depending on the mode of transport. If someone worked without a license, the fine was more than $100. Any citizen could detain an unlicensed traveler. The rules did not apply to sellers of some agricultural products and textiles. A person who made and sold tinware or pewterware had a special license.
