[This document is difficult to read.] House No. 34 A committee considered the portion of the Governor's speech about courts of criminal
jurisdiction, the suggestion that some duties of the Attorney General and the Solicitor General could be done by District Attorneys, and whether to increase the
salaries of certain county attorneys. The committee presented An Act to establish a Court of Criminal Jurisdiction, 1831. The bill would establish a
Court of Criminal Jurisdiction for the Commonwealth and for certain counties to be named. The Court had jurisdiction over any criminal appeals from
any court, but not capital crimes. There were to be two justices at $2,000/year who would set procedure and rules for the Court. Grand and Traverse
jurors would attend this court as any other. If the Grand Jury rendered an indictment with a possible capital outcome, the defendant was notified he
would by tried in the Supreme Judicial Court. The text said appeals had to be submitted in writing and laid out the appeals process. The Supreme
Judicial Court and the Court of Criminal Jurisdiction were to share clerks and had to harmonize their procedures and fees. The new Commonwealth
Attorneys were to be paid $2,000/year to act on behalf of the Commonwealth. (Digitized from a microfilm copy of title originally held by the Massachusetts
