Each county had a written vote by its qualified voters to elect three Commissioners for three year terms. The vote count was sealed and delivered to
the county clerk. Once all the towns had voted, the Court of Common Please counted the votes, hoping for a majority for three men. If that was not
possible, another election was held. If that also failed to get majorities, then the people with the three highest vote numbers were the Commissioners.
The Commissioners elected one of their number to be the Chair and received $3/day for their work. Most counties also chose two Special
Commissioners. There were rules for how the Commissioners approached their highway duties. The Commissioners were to take control of the county's records.
