House. Select Comm. on Ratable Estate. Act to ascertain ratable estate, 1831
|

House no. 9 A Select Committee of thirteen men proposed An Act to ascertain the ratable estate within the Commonwealth, 1831. The assessors for
each jurisdiction had to give the Secretary of State, by October 1, a true list of the polls 16 and older and a list of all ratable estates, real or
personal. This included houses, shops, manufacturing establishments, and mills with the value of the tools and stock of same, value of factorage,
securities, cash, shares in property, and livestock. There were directions for farm property, town property, property owned by schools and Massachusetts
General Hospital. Assessors were to be paid $1.25 per day, had to take an oath, and penalties for malfeasance were listed. Rate payers also had to take
an oath and there were penalties for lying. The State would send out blank forms; there were four pages of items on the form, e.g., amount of real
estate doomed. The State Treasurer was to ascertain how much wild land was in the State, owned or unowned. (Digitized from a microfilm copy of title
