SEE ALSO 52181 Senate No. 26 On January 19, 1831, a committee was directed to consider having the charge for paupers presented annually and on a
per diem basis and to develop a form for that. On January 27, 1831, the committee was asked to consider the per diem support to be 12c/per day for
adults and 7c for children under twelve, the reasons being that the accounting would be easier, and there would be pressure to get the paupers removed
from the system. The committee offered An Act relating to the support of state paupers, 1831. All claims were to be made for the calendar year, with
the claim delivered by the January 31 of the next year. After June 1, 1831 the allowance would be 10c/day for adults and 6c for children under 12, with
$5 for an adult funeral and $2.50 for a child's funeral. There was a long list of data required for the form, revolving around residency and any

Title:
Ordered, that Messrs. Hoyt and Parker, with such as the House may join, be a Committee to inquire into the expediency of providing by law, that, hereafter all claims against the Commonwealth, by any city, town, or district for the support of state paupers, shall be so made as to include all claims for such charge, against the Commonwealth up to the first day of January annually : and that some uniform mode may be prescribed for making out said accounts.
